A senior minister called for businessmen in the construction industry and stakeholders, including architects, engineers, consultants, construction managers, builders and real estate developers to participate in the laws and regulations concerning the construction sector.
Chea Sophara, Minister of Land Management, Urban Planning and Construction (MLMUPC), said construction and building permits prior to construction work must be in compliance with the technical layout and other technical regulations.
“Construction and architecture companies, including construction worker groups, are required to register for their business in accordance with the applicable law,” he said.
“It is necessary to organise the construction and maintenance of the site, including public road sanitation, notably the transport of concrete and other construction materials on public roads. All construction sites are equipped with equipment and tools to protect the safety and health of workers,” he added.
A report in 2015 by the UK-based Royal Institution of Chartered Surveyors (RICS) outlined a number of key recommendations on what the Cambodian government could do to improve building standards. RICS has also provided proposals to assist the government in carrying out these recommendations, some of which are already underway, according to officials.
Po Eavkong, CEO and co-founder of Advance Real Estate Company, said following the law and regulations of construction would provide a boost to the construction sector by generating more confidence in it.
“It will provide more advantages, like construction standards, quality, and technical assistance for the sector because it will create a system to manage the sector,” Mr Eavkong said.
“When the parties concerned follow the laws and regulations, the construction sector will be good, therefore quality and standards will be strengthened.”
So far there have been 1,039 companies, including 324 international companies that were listed in the ministry and valid for their business. International companies are from China, South Korea, Vietnam, Japan, Thailand, Malaysia, Singapore, the United States, France, England, Indonesia, Canada, Australia, Spain, India and the Philippines, according to the MLMUPC.
As of October, there were 168 boreys, satellite cities, and housing development places in the country. There were also 979 high-rise buildings with more than five floors.
